TCI launches two new Rackmount COMINT RF systems for success in modern electronic warfare

Wappenham, UK, 2 September 2025: TCI, part of SPX Communications Technologies, today introduces two new Radio Frequency (RF) Receivers, designed for continuous, real-time signal collection to support Communications Intelligence (COMINT) operations. The 955 Rackmount RF COMINT and Geolocation System and the 957 Rackmount RF COMINT and Independent Geolocation System will be shown for the first time at DSEI 2025, 9–12 September, ExCeL London, Stand N6-130.

The systems deliver rapid detection, filtering, and geolocation of RF communication signals across congested spectrum environments, enabling faster decision-making and reaction times, improved threat awareness, and greater operational agility. Their 80 MHz Instantaneous Bandwidth – double that of its predecessor – allows wide-area signal collection for broad situational awareness, or narrower focus for heightened sensitivity in challenging RF conditions.

Combining two geolocation techniques – Hybrid Angle of Arrival (AOA) and Time Difference of Arrival (TDOA) – enables precise signal location with fewer deployed assets, even over low-bandwidth or intermittent networks.

The rugged, rack-mounted design supports deployment in vehicles, fixed installations, or forward field positions. Both models are built for mission flexibility, with the ability to switch roles without reconfiguration, from counter-terrorism and border security to front-line combat. The 955 is optimised for single-unit, vehicle-mounted, or stand-alone operations, while the 957 offers enhanced processing capacity for simultaneous, independent tasking and networked multi-sensor geolocation across dispersed teams.

The RF systems also feature a 72-hour look-back recording capability, enabling operators to identify a new threat and immediately analyse historical spectrum activity to extract further intelligence. The feature also supports automated and remote monitoring options, reduces manpower requirements for persistent 24/7 operations, and lowers operational costs. A database allows further intelligence analysis for days, weeks and months.

Both systems operate using TCI’s Blackbird software, currently in operational use on almost 1,000 frontline systems worldwide. Blackbird provides an intuitive interface that reduces training time and enables less experienced operators to perform effective COMINT tasks, immediately expanding the possible pool of operators. It allows highly skilled personnel to remain in safer, decentralised positions while remotely managing deployed systems, multiplying force effectiveness.

Built on the combat-proven heritage of their predecessor, the 953 receiver, the new 955 and 957 are backwards compatible with existing SPX Communication Technologies and partner systems, including the ECS BLACKTALON counter-uncrewed aerial system (C-UAS) solution, for scalable integration into wider electronic warfare architectures.

Empowering Romania’s Future in Spectrum Monitoring and Cyber Defense – TCI’s Role in the Sibiu Training Laboratory

Romania is stepping confidently into the future of electronic defense, and we at SPX Communication Technologies are proud to highlight the instrumental role that TCI International, Inc. has played in this milestone. On May 7, 2025, the School for Communications, Information Technology and Cyber Defense Training in Sibiu officially inaugurated its new Spectrum and GPS Signal Monitoring Laboratory. This cutting-edge facility isn’t just a room filled with advanced technology – it’s a training ground for the next generation of spectrum analysts, COMINT operators, and electronic warfare (EW) professionals.

A World-Class Collaboration

The laboratory is the result of a unique collaboration between Romania’s Ministry of National Defense (MApN), StarC4Sys S.R.L.; a 100% Romanian-owned company – and TCI International, Inc., one of the world’s most respected names in spectrum monitoring, signal geolocation, and RF intelligence systems.

From the initial concept to full execution, TCI played a pivotal role by contributing its Blackbird software suite, integrated into over ten high-performance workstations that now form the backbone of the training environment.

In today’s operational landscape, control of the electromagnetic spectrum is as critical as control of land, sea, and air. The lab in Sibiu addresses this exact need: enabling real-world training in the identification, classification, and geolocation of RF signals – including GPS interference, using the same platforms relied on by NATO members and other global defense agencies.

Inside the Lab: Built for the Future

The laboratory is unmatched in Romaniaand rare even globally. It is equipped with:

A Gift with Purpose

This laboratory wasn’t built on a government contract or tender, it was a voluntary donation, initiated by TCI and StarC4Sys, to elevate the technical training environment of Romania’s military education system.

The total value of the donation exceeds half a million euros, but its real value lies in its impact – on education, on national defense, and on Romania’s ability to independently train and deploy skilled electromagnetic analysts.

TCI’s Legacy in Romania

This isn’t TCI’s first contribution to Romanian education. In 2024, a similar lab was inaugurated at the National University of Science and Technology POLITEHNICA Bucharest, serving civilian applications of spectrum monitoring. Together, these facilities create a comprehensive ecosystem for developing national expertise in electromagnetic spectrum operations, both civilian and military.

Looking Ahead

This is only the beginning. Future development plans for the Sibiu lab include:

  • Integration of live signal acquisition systems

  • Introduction of the Overwatch COMINT database for advanced signal intelligence operations

Botswana Chooses TCI for National Spectrum Monitoring Upgrade

April 2025 – Fremont, CA

We’re proud to announce that the Botswana Communications Regulatory Authority (BOCRA) has selected TCI as the official provider of a cutting-edge Automated Spectrum Monitoring System (ASMMS) for the Republic of Botswana.

This strategic project, awarded through an international competitive tender, was secured by TCI in partnership with Saipem Enterprises (Pty) Ltd. The initiative supports BOCRA’s ongoing mission to modernize and safeguard Botswana’s spectrum environment as digital connectivity expands across the nation.

A Future-Ready Spectrum Monitoring Solution

The new system includes:

  • Three Fixed Stations (upgrading existing sites)
  • One Transportable Station
  • One Mobile Station
  • One Portable Station
  • Full operational range from 9 kHz to 8.5 GHz

All stations will feature ITU-compliant monitoring, Time Difference of Arrival (TDOA), and Direction Finding (DF) capabilities. At the heart of the upgrade is TCI’s Model 759 Compact Spectrum Monitoring equipment and Scorpio™ software, creating a unified, flexible platform operable from any Scorpio client within BOCRA’s network.

Additionally, integration with BOCRA’s license database will enable Automatic Violation Detection (AVD) – a major leap forward in regulatory enforcement and spectrum efficiency.

Empowering Local Capabilities

TCI’s turnkey approach includes:

  • System installation and commissioning
  • In-depth training and local skills transfer
  • A three-year extended warranty and maintenance services

The contract was officially signed in March 2025, with project completion scheduled for October 2025. Once deployed, the ASMMS will enhance BOCRA’s ability to address emerging spectrum management needs as next-generation communications like 5G, IoT, and beyond—take hold in the region.
